If you have a passcode to the screen lock that you've forgotten, restore the iPad from the computer to which the iPad is synced. For information and instructions, see:

If that will not work, you'll need to put the iPad into Recovery Mode and then try the Restore again:

If that still doesn't work, as a last resort try DFU mode:

I've read this (what you've recommended) a few places, but when I try to restore, iTunes insists on having the existing passcode instead of allowing me to create a new one.
