Q: I have a 5th gen nano. Even when the Hold Switch is in the white 'off' position, it still claims it's locked, therefore all buttons are useless. My iPod is fully charged.

Normally, even if the switch is ON, you should be able to do a Restore on the iPod (using iTunes).  So, I would try doing that, from the iPod's Summary tab in iTunes.  It will erase the iPod, but more importantly in this case, re-install the latest software set to default settings.

Hopefully, you have all the music in your iTunes library, because if Restore works, you can just re-sync the iPod.
