Yes, you can trade an iPod touch with an iPhone. One time on December 14, 2013, I went to Apple store because my iPod touch 4th generation broke, and I earned money (never lost any) and I traded in for an iPhone 4s.
There is not. You can bring your iPod to your local Apple Store and have it recycled for a 10% discount towards the purchase of a new one. I would recommend selling the iPod on eBay or Craigslist instead and use the proceeds from that towards the purchase of an iPhone or iPad.

It is highly unlikely that you can walk into an apple store with a $300 device and walk out with an $800 iPhone.
As advise in the first post your main course of action is to sell your device and use the proceeds towards a phone.
