My husbands iCloud acct is on my iPhone. I want all the information saved on his acct to be on my acct. how do I do this without deleting anything?

Specifically which information are you wanting to move. What exactly are you trying to do, there may be an easier way.
Everything it shows there is not enough storage because both his phone and mine are on his iCloud acct. I have my own acct but am scared to delete his from my phone because of all my photos, contacts, and emails are on his.

I know additional storage isn't necessary if our stuf was separated.
You cannot transfer his emails to your account and you cannot share photos via photostream if you use seperate accounts, but you can copy his contacts to your account if you use a computer. Generally speaking though I usually recommend that each person has their own ID.
Why are you short of space, is this for back up, do you need to back up to iCloud.
Being able to back up to the cloud can be very useful, especially if you don't have access to a computer or have infrequent access to one, however unless you specifically need to use iCloud for back up, you will find backing up to iTunes significantly more convenient and possibly more reliable.
OK, perhaps try this.
Back up both of your devices to your itunes. http://support.apple.com/kb/HT1766
Once complete with back ups delete the backup data you need to remove and make sure you both of you are signed in to your own icloud accounts on your respective devices and then follow the back up to icloud instructions included in the link above. If in the unlikely event that something goes awry you can always restore from your itunes back up by following these instructions (step two) http://support.apple.com/kb/TS4108????

I'd be inclined not to carry out any unncessary restores if I were you.
I just want to make sure what will be deleted and what will happen when I delete his iCloud acct from my iPhone. Will my photos and contacts be deleted with his acct.
Any photos in photostream will be removed, other albums and your camera roll will not.
If you turn of contact syncing before deleting his account, you should be asked if you want to keep the contacts on your device. Then when you log into your iCloud account and enable contact syncing you should be asked if you want to merge them.
Whetever you do, if you delete his account from your device, none of his data will be deleted from his account.
