No
If you want to tether your Android's cellular connection to your iPad to give you a Wi-Fi hotspot, that may be possible, if your phone and carrier offer tethering.
Otherwise, Android is a completely different operating system from iOS.

What data are you trying to sync? Contacts and calendar information can all be synced through Gmail (assuming you store your contacts in Gmail and not just on the phone). I have both an iPhone and an Android phone for work and have email, contacts and calendar synced across both and my iPad. See the following articles:

Best of luck.
Am I missing something with gMail?
I am losing my categories when I save from iPod to gMail.
OTOH, when I synch my iPod with Microsoft Address Book, the categories are preserved.
The problem is that so far I cannot figure how to import Microsoft Address Book items into Android. gMail no problem, Outlook no problem... but not Microsof t Address Book.
Could I be missing something with gMail? Might it actually support categories and I'm just doing something dumb?
My mail labels show up just fine if I'm using the Gmail app on my iPad/iPhone. The get called Mailboxes when using the native mail app. I have my Gmail set up as an Exchange acount. Sorry, I don't know anything about Microsoft Adress book.
