What is a 1015 problem?

I bought a second hand iphone as mine was stolen, and sisnt want to get a 4s since we are all hoping the 5 will be out soon! Its only a 3G, i tried to restore it to factory settings and now the software wont reload and it says its a 1015 problem.

Any ideas what this is?

iPhone 3GS, iOS 4.3.1

The most common reason for this Error is that the iPhone has the iPad Baseband 6.15.00 and will not Restore with iTunes. This problem has a new complete fix for the Restore issue, and returns the GPS function. Search the Web for help.
