iCloud does not offer web hosting services, you will need to find a 3rd party web host to upload your website to. Depending on the version of iWeb you are using you have a couple of publishing options:

iWeb '09 (3.0.4) you can publish to an FTP Server or a local folder

iWeb '08 you can publish your website to a local folder

I have been using IX Webhosting for several years with little to no problems "usually the problem was something I did" and they have been quick to solve any issue I have come across. The have plans that start at $3.95 a mo (USD) and their customer service is top notch.

If you used iWeb to create your webpages in MobileMe, they will still be in iWeb stored on your computer in the Domain file. You will need to re-publish your pages to another web-host using iWeb's FTP publishing feature.

Personally, I have used both 1&1 and GoDaddy for my own web hosting needs with no problems.

Whereas Jeff receives money from IX Webhosting for every person who signs up with them through his links, I have no affiliation with either 1&1 or GoDaddy and make no money from suggesting them. You may want to question whether Jeff would recommend them at every opportunity if he wasn't getting paid to do so...
