Q: cant restore and update my iphone 4

when downloading the latest ios it stops indicating an error message (network timed out and check your network settings)

That means you lost connection to wifi. You will need a strong connection to update your phone.

apps yes but i cant update itunes itself or downloading anything from the server as quicktime for example

Try downloading iTunes directly from Apple. If you aren't sure how to download it, follow this doc -> iTunes: Downloading iTunes for Windows using Internet Explorer

Let us know any error codes you are seeing.
