Ipad2 buffing when lap top does not

My ipad2 is buffing a lot when wifi signal is strong. I run a laptop side by side the ipad2, on same you tube production, and iPad 2 buffs when laptop does not. I have cleared history and cookies. I thought this is one of the places iPad excelled. What gives? I have down loaded two different apps that measure down load speeds and I'm in the 10 range all the time with an up load of around 1. I shouldn't have any buffing at all. Can some one help?
