but your problem may be if it was jailbroken to get around a sim lock because if you remove the jailbrake you get the sim lock back in which case you can't use the phone with on sims then the carrier it was locked to

File a claim with ebay and get your money back.
The only thing we can suggest is try putting it in DFU mode and restore as a new device. (google for instructions).
If that doesn't work, you can't get help here. Sorry.
