No, it's completely useless - none of the suggestions work 😟 Unfortunately, it does not even list this error code, nor does other article in Apple's support document library.
If you've gone through all the steps in that article - which states " the error may be the same as above but end with a different number" so it is still applicable - and the problem occurs on multiple computers, then contact Apple support or take your iPhone to an Apple Store, as the article advises.

Perhaps whoever found that the reply suggesting to contact Apple solved your question, could share with the rest of us, exactly how Apple then helped you resolve your problem? My iPad's 1-month warranty is expired and I am not willing to pay Apple to resolve bugs in their software.

Well, I finally solved the problem without any help from Apple.
I found in one thread in a different forum that the problem could be related to some "Lockdown" folder on the iDevice. I tried various suggestions, deleting, or changing permissions on a couple of such folders on my iPad, but nothing helped. I have also tried two different computers, even a Macbook Air, without success.
Then I found the folder C:\ProgramData\Apple\Lockdown. It contains SystemConfiguration.plist and <deviceid>.plist for all synced devices. I found that the .plist file for the failing iPad was missing on the computer where I am now located (traveling on vacation), while it exists on my computer back home (halfway around the world). So I copied the missing <deviceid>.plist file from my remote computer, which I fortunately left running and have full access to via Hamachi.
Voila, sync now works without any problems on the previously failing iPad 3 😀
Of course, this fix only works if you have access to some computer where sync has previously worked at least once. I think the only other solution is to Erase All Content and Setting and restore from backup which now hopefully(!) works.
Just so you know, the suggestion to remove the Lockdown folder was in the article to which I referred you. Did you try just removing the folder and that still didn't work?
You are indeed right, and thinking back, that's how I found the ProgramData folder on the computer, but removing it did not work when I tried a week ago. When I went back to the problem tonight, I figured I should check the folder on the working remotely located computer to compare and found the missing <deviceid>.plist file there.

the error apprare when you try to connect your Iphone to different PC that you made the last restore through it.
anyway copy the files (apple) and (apple computer) from the PC that you made the last resrore through it and replace the files in the computer that gave you the error.
you can find the files in
C:\all user(or your computer name)\Application Data
