You'll have to enable Automatic Downloads to make the apps appear on the iPad without manually downloading them.

iTunes Store: How to enable Automatic Downloads

Enabling Automatic Downloads on your iPhone, iPad, or iPod touch

    1. Tap Settings > Store on your device.
    2. Tap Sign In if you're not already signed in to the iTunes Store.
    3. Enter your Apple ID and password.
    4. Tap On/Off switch to enable or disable Automatic Downloads for each content type.

    Tips:

    • If iBooks is not listed as an option, you will need to download and install iBooks from the App Store on your device to enable Automatic Downloads for iBooks.
    • You can enable or disable Automatic Downloads over your cellular network on an iPhone or iPad Wi-Fi + 3G. To do so, tap the On/Off switch next to Cellular in Settings > Store. Cellular downloads are limited to a file size of 50 MB or smaller.

HI Whatheck- That is enabled on my device and the basic app is there but not the purchased version. What should I do to get the purchased version given that automatic downlads is enabled?

Automatic downloads do not work after you purchase the app so something must have gone wrong with that process. You can't enable automatic downloads "after the fact".

Go to the App Store and tap on the purchased tab, look for the app in there and if it appears you can download it again for free.  But are sure that this is not an instance where there is a paid version for each device ... Meaning that you would have to purchase it on both device?
