no cursor response

Cursor response is inconsistent. Sometimes it grabs an items and moves it around. Other times cursor placement on an item will not activate anything, ie. move e-mail to preferred folder. Wacom tablet in use, however use of Mac Pro finger unit acts the same way. Sometimes the right hand page slider will not repond. I may be able to use the down arrow but not always. What can be done to clear this problem?
