Are you seeing duplicates at iCloud.com
No. When I go to Address Book Preferences, it shows two accounts. iCloud and On My Mac. On My Mac cannot be deleted. This is probably the cause, but it is not recognizing duplicate cards.
You can't delete the "On My Mac" account, but you can delete cotavcts from within it.

I WAS able to delete the "On My Mac" list of contacts completely...
...by clicking the red book mark thing, clicking "on my mac," clicking "all contacts" under "on my mac," then "select all," then delete. The list name was still there, so I clicked it to make it blue, then hit delete and it is no longer visible in the address book. Forever, i hope. I want ONE list in the cloud.
