App store issue

I bought a used MacBook pro with lion. App,store asks forprevious owners password and their id is populated. That account has been deleted from users but how do I get it off app store. I want an app that they obviously bought at some point but I can't install it. It keeps asking for their info

You do not have a license for that app. You need to purchase it.

You need to login with your own Apple ID and password.

That's just it. The app says accept under it, but doesn't allow me to purchase. It tells me I need tour chase it, but I am not sure how to.
