As with the original iPad and iPad 2, the wi-fi+cellular iPad does, not the wi-fi only.

If you get the WIFi+Cell model of iPad, then it does have GPS. You can use it for navigation if you purchase an app that provides downloadable maps. The built-in Maps app can work for navigation, but it doesn't provide turn-by-turn and requires an Internet connection to function and so usually isn't practical for in-car use.

The wifi cellular model is the one to get if u want to use navigation apps at present google maps is the app that comes with the ipad iphone however when the next update IOS 6 comes out apple will be bringing there own navigational app with voice guidance..
