Why is Iphone costly in India; at http://store.apple.com/us/browse/home/shop_iphone/family/iphone/iphone4s we can find an Iphone 4s with 16 gb internal memory for $199 which if $1 = 54 Rs amounts to approx ~ 11,000 while if I check the same Iphone on Apple India site it amounts to around 44,000 INR.
Why is there so much difference in price?

Not really the true price. The non-subsidized price is $649 US.
As Stedman pointed out, $199 is the subsidised price you get when signing up for a 2 year contract with one of the US carriers. The actual retail price is $649, which equates to 35,046 INR. The rest can be accounted for by the Indian Government's ridiculously high import tarrifs.

But here in India, we also kind of have to sign a bond with Telecom Vendors like Airtel or Aircel. I think everybody here in India would be happy to sign a bond with US carriers provided we get same benefits and usual call rates.
Please don't get me wrong, but if we give any exam like RHCE, CCNA, OCJP we have to pay the same price as the US people are paying.
The carriers will charge as much as they can get away with charging. As long as people are willing to pay, the price and conditions there won't go down.
The only reason the carriers subsidise phones as heavily as they do in the US is competition.
India has around 970.6 million mobile users and ranks 2nd in the mobile users. Competition is not bad here.
Got your point; there's no other way for Indians either we buy and pay so much money and sign a bond or we don't buy use normal phones.
But this is a concern that Apple should take care off.
How, exactly, do you expect Apple to regulate the mobile phone market in India? Complain to your government.
This is not an Apple issue.
Everything does not cost the same in all places. This is completely normal. Nothing unusual at all.
There should be some kind of regulation from Apple, so that Telecom Carriers couldn't sell the Iphone at a price greater than suppose $250.
Goverment in India is such a waste, it's no point in requesting them to do so.

That's because the US carriers subsidize the phones. Apple can't force any of them to do so. Apple can't "regulate" anything. They are not a government.
All iPhones sold in India are unlocked. If the carriers were to subsidise the cost, they would have to be locked to the carriers. It appears that locked phones may be illegal in India, therefore, it's never going to happen. Why should they pay most of the cost of something that you can just walk away with and not pay your bill? That would just be asinine.

Then i guess android market is good, atleast it will not a burn a big hole in my pocket.
************ then any other country is due to custom duty, Central Government Taxes, State Government Taxes, Depreciation of Indian Rupee. According Zauba.com, total amount of duties on iPhone imports paid to government is 11.43%.
