Can I uninstall Mac app store and redown load it to get the sign in sheet to appear?

Is your 10.7.4 the Combo update? If not, download it and then try again.
Reinstalling the App Store won't help if you have third party software preventing the sign in sheet to load.

If you have security software (anti virus) installed, disable that.
Try turning off the Firewall in System Preferences > Security & Privacy > Firewall
