A Personal Hotspot allows another device to share Internet access via cell coverage when out of wifi range. Different protocols are available depending the devices' types, models and OS versions. Using a Personal Hotspot is redundant when both have access to wifi.

The personal hotspot is only on iPads with cellular and it is only enabled by the carrier.

You mean it depends on the network i am using? We bought my ipad in hongkong and i am currently using it here in philippines. My mom also is using ipad but she is living in Hong Kong and her ipad has a personal hotspot on her setting. Do you think its her network that proides her personal hotspot? I am really confuse and you guys would be a big help

It depends on your cell data provider.
