Can't access I-Tunes

I reset my password and now can't access I-tunes. In the past when I connected my Itouch it went right to I-tunes. I could also click on the Icon to bring it up.

I finally tried to download I-tunes again and got a message that it can't proceed because the server has been reset!? What does this mean?
