Apple TV Resetting after power surge

I have I Apple TV 2nd Generation, there was a recent power surge in our neighbourhood and the Apple TV stopped functioning due to loss of power.

Now all I see is a blank screen and when I use the remote to reset the Apple TV it only brings up the Apple logo for around 10 seconds and then goes back to a blank screen.

I bought a micro usb cable to be able to connect my Apple TV to my PC ( 64 Bit Windows Vista )

After surfing through the forums and google, I've been unable to find a satisfying result as my computer still doesn't recognize the Apple TV.

I don't have the power cable or the hdmi cable plugged in; only the micro usb cable. I have gotten the latest version of Itunes. My Ipad connects to my computer fine. When my Apple TV is connected to the computer is blinks rapidly around 2-3 times a second. I even tried using the remote to reset the Apple TV while it was plugged in witht he micro usb cable.
