I have tried connecting my PowerBook G4 to my Phillips 30PW9100D HDTV with a DVI output to component input,but nothing shows up on the screen.I want to use my computer as a dvd player for my tv.Is there a special setting I must change on my notebook or tv?

Which version of the PowerBook do you own?
The later models have an adapter for Mini-DVI to DVI. It could be that which is faulty.
Check your setting on your TV (Consult your TV handbook)
To configure your PowerBook to work on HDTV, Click "System Preferences" on your computer screen's dock, and click the "Displays" icon. Click "Arrangement" and check the "Mirror displays" box. Click the red button in the upper-left corner to close out of the window.
What do you mean by "nothing" shows up on screen? Is it a black screen, or is it an empty desktop? If it is the second, it's working but you haven't dragged anything to that external monitor yet. Alternatively, you can switch it to "mirrored" mode as Knucklesmac said, if you don't mind the same thing being on both screens. If you have the displays icon in your menu bar, you don't have to go into System Preferences to change the monitor mode.
Its a PowerBook G4 Version 10.5.8, I bought the Mini-DVI to DVI before realizing my computer was too old to use it and had to return it. Part of the problem is I lost my tv handbook,its a 7 year old television.
What I mean by nothing is each of my tv ports maintains a blue screen like it does when there isnt any component hooked up
Get more information about your computer. Go to the Apple in the upper left corner of any window, then "About This Mac", then "More Info..." Copy and paste the information here, but omit the serial number and Hardware UUID (if present).

I also managed to find a pdf of my tv manual online at http://download.p4c.philips.com/files/3/30pw9110d_37/30pw9110d_37_dfu_aen.pdf. Not that it helped me, but perhaps it will offer some insight into the problem to one wiser then myself.
You will not be able to connect that generation of mac to a new monitor using DVI, as that generation cannot output DVI-D signal. In order to do that, you must either have an older monitor or a mini-DVI or DVI to VGA adaptor; mini-DVI was with 12 in PBs, DVI with 15 and 17 in PBs. I do hope your monitor also has a VGA bus.
