There is no international roaming if you have the pre-paid (set up from the device) plan. However, the new iPad is unlocked so you can get a SIM from any local provider who supports iPads. When I was last in Canada, I simply got a Bell Aliant SIM for my Verizon iPad.
Can't answer for AT&T.

Your best bet is probably to buy a micro SIM card in the country you're going to and a plan there. International roaming can be horribly expensive.
If you tell folks what country you're going to someone may have more specific advice.
