Has anybody reported to Apple that the Magic Jack account does not allow to change the registered account and phone number? Once it is downloaded in the Ipad, that Ipad is linked forever with that number. Totally unaceptable. I contacted majicjack and the only bother to say "sorry, we know you are not the only one complaining about it.
If an Apple representative is reading this, I would appreciate an Apple offical response to this matter. Thanks.

First, you are talking to other users like yourself, not Apple. Apple is not going to reply to you here.
Second, and most importantly, how is this Apple's problem? This is a problem with the way MajicJack set up their app. So, you are barking up the wrong tree here. Contact MajicJack again and ask when they will get it fixed.
Apple employees do not respond to posts in these forums. And they would almost certainly not comment on problems with a third-party app.
MagicJack being a free app, your only recourse is to uninstall it if it doesn't do what you want and the developer cannot solve the problem. There is nothing Apple can do about the issue since there is nothing fraudulent about the situation or that would appear to violate the guidelines for apps in the iTunes Store.

Thank you for participating in this discussion. I am aware that it is a MagicJack problem and that normally in a decent world they should be able to help. In fact, my first move was to contact them. Since they do not bother to solve it, I wanted to bring it ti Apple's attention because they should not allow applications that basically locked an Apple device with their particular account. As an owner of an IPad, I should be able to set it according to my needs.
I also posted it hoping that one of those wonderful Apple users that know how to solve everything would have a solution.
