i tried the restart for my phone to help with the touch screen issues but IT DID NOT WORK. any suggestions?

ive been having issues with my phone for a while now... specifically the touch screen. it either doesnt respond or is slow to respond. ive tried the trouble shooting tips and it hasnt worked. PLEASE HELP!!

iPhone 4, iOS 5.1.1

Please list the troubleshooting steps you have tried, and the results. There are dozens of troubleshooting steps, and it's unlikely you have tried all of them.
