There are 5-6 things to consider, bottom line: 50GB minimum.

Yes and maybe even more so.
Core OS, page, hibernation, cache, user account, applications, data, downloads, room to process compressed files and updates, even the general need to have 15% or more free maintained (more so for an SSD even though they are small and every GB counts).
Sometimes you can reduce after install, say make a backup etc but not usually.
Also upgrade from Windows 7 to 8 will need room for both, at least until you decide you don't need one or the other but it keeps the old system and can revert if the install/update fails so that can require 60-80GB at least. And anyone going to upgrade from 7 to 8 in the next year might.

That sounds reasonable but it depends how much data you plan on saving in your Boot Camp partition. If you plan on saving 100GB of movies then 75GB won't work too well.
Who said triple boot? and why?
Run 8 in a VM and run 7 in a native 100GB partition.
