Thanks, but when I go to: settings>phone, there in nothing about TTY,
In the setting>phone, I've only:
My number:
Calls
Call forwarding:
Call waiting:
Show my caller ID:
International assist (on/off)
SIM PIN
SIM Aplications
Vodafone Services
That's all I got in my device, so what shall I do?

Is your phone jailbroken? If it is not, your iOS firmware is seriously corrupted. You should connect to iTunes and Restore the phone.
Thanks, no its not jailbreaked, but the problem that we don't have apple stor in Libya yet!!
If it is not running modified software, you should set it up as new device without using the latest backup, as suggested by Lawrence Finch.
