Safari doesn't download files from the Internet.
Try searching the App Store for a app that will and supports File Sharing, then just transfer the file with iTunes File Sharing.

It does (also with RAR files) - it's just that you must use its "Open In" feature to immediately open the downloaded file in another app. For example, GoodReader (along with tons of other top apps) decompresses these files. Also, you'll be later able to access these files from the Documents directory of the target app via iTunes File Sharing.
It's only with huge (over about 200 Mbytes) files that you can't use Open In. To download them, use a Web browser with built-in iTunes File Sharing support for downloaded files. One of the best is iCab Mobile.

What's in the RAR file? Did you check out the Safari + GoodReader combo I've recommended, assuming there's some kind of a document in the RAR?
