I cant change my Mac's language

A friend(who is french) gave me their old macbook, and even though I've changed all the settings in the International tab in System Preferences, the log in screen still is in French. How do I fix this?

Ive gotten almost everything else to stay in english, but the login screen and help both are in french.

MacBook, Mac OS X (10.4.11)

1 - Open Terminal - in Utilities


2 - Paste the following into Terminal window


sudo languagesetup


3 - Hit Return


4 - Enter password when asked


5 - Hit Return


6 - Type number of your language


7 - Hit Return
