iPhone location services randomly turning on

So, now I'm beginning to become concerned with the location services and thought I'd ask the community here at Apple, have you noticed random times when your location services icon is on? There are times when I look at my phone and the icon is displayed even though I haven't used my phone in sometime. I quickly then rush to settings to see which application is using my location services. Usually it shows application with the grey location symbol meaning that I've used them in the past 24 hours. Sometimes it's correct in showing those application but sometimes when I haven't accessed my camera, it has the icon next to it in the settings. Now I know for a fact that I hardly ever use my camera as I don't really care to take pictures though when I do, I want to be able to use the location service to it looks great on the iPhoto geolocation of photos.

Though what now really concerns me is when I just tried to make a call to my mom and the called failed. Before I called, location services was not on, though when I pulled the phone away after hearing the beeping sound of a failed call, I saw the location services icon on. When I went into settings the color of the location services icon was purple, therefor an application was using my location services at that time. I hurried into the location settings to find the application to which none have location symbols next to it, not even grey ones. Anyone experience problems like this?
