If you have Hungarian Qwerty active, the zero is at option/alt + ` (leftmost key in topmost row on US keyboard).
Hm... it should work with only alt/option key + letter O, I cannot figure out why you must also press ctrl key. But, if this works for you and you are satisfied with, OK. 🙂

Unzip and move the keylayout and icns files to /Library/Keyboard layout, log out and log in again, go to sys prefs, and activate the keylayout. You will get zero at the level option/alt+[letter] O, the level option+zero is for } and °, which may be be useful, while Ņ is for Latvian only.
Note. The icns file is for identification only, I just chose a flag different from the default Hungarian flag in the system. You may live without it, but you will get a generic greyish icon when switching to this keylayout.

You need to have an ISO keyboard (it has an extra key next to the z) to access zero on the Hungarian layout, where it is found just to the left of the 1. A standard US (ANSI) keyboard won't work. You could make a custom layout that puts the zero in an easier place with
Right: Hungarian and other Central European languages are affected when you do not have the European ISO physical keyboard, the one with an extra key left to Z (or Y on the QWERT keyboard, also used in Hungary). Another language affected was (is not any more) Romanian (could not access ș Ș on such an U.S. physical keyboard).
The solution is indeed to create a custom Hungarian keylayout via UKELELE. If this is a burden to you, drop me a line via a private message, I have using UKELELE for years just for creating alternative keylayouts for a series of languages. I was not aware that Hungarian is also affected when used with U.S. physical keyboards. The problem is simple to solve, perhaps the most convenint location would be Option/Alt-0 for this.

This is an inheriteid situation: initially, Apple planned these keylayouts to be used with European ISO physical keyboards. Nevertheless, many people have U.S. physical keyboards and, if so, if the keylayout uses the chars left to Z/Y and left to 1, these must be repeated somewhere at the option/alt level, otherwise they vanish. For Romanian, Apple found a solution beginning with Leopard (letter ș Ș) if the Romanian (traditional or Apple) keylayout is used, as I see they have not found something similar for Hungarian. The solution is simple, though. Users of Hungarian should send their feedback, to be implemented some time later.
Correct, zero is available at the level option-alt + ` [i.e. left to 1 on the U.S. physical keyboards] with Hungaria QWERY active if using a U.S. physical keyboard. Zero does not seem available with Hungarian [QWERTZ] keylayout if a U.S. physical keyboard is used. This is an obvious error of the keylayout creator, and it is not, unfortunately, the only one. I reported some of them when coming across them, no reaction, no change. The old Romanian keylayout had a similar issue (i.e. missing char) if used with a U.S. physical keyboard.
It is not clear what is your problem? You activated Hungarian keyboard layout and you cannot access zero digit? Or...?
Option = Alt. Control is totally different and not normally used for characters.
Could you repost this keyboard layout? I have to get the 0 working on a Hungarian keyboard layout using 10.9.
