1654 is what the problem with my iphone 4s

I wanted to restore my iphone 4s from itune when i get back from warranty.
but it could not been done.
so that i restore (format) but since yesterday i put in my sim card until now.
also cannot be run with normal.
kept the loading screen.
What Should i do now.
and i dont wanna send to warranty again.

this is the second time i sent to warranty
always wait me a(1) month

waste my time. give a a better answer for solve my problem
it is terribly trouble me right now.
