What does it mean when an app is "waiting"

It means that the iOS device is waiting either for an Internet connection (you may have set it not to download apps via cell network, and it has not found a wifi), or it is installing another app and is waiting for that one to finish.

Sometimes it gets confused and gets stuck, just restart your device and download again.
