How do you sync ringtones?

Same way you sync everything else.
Open itunes, connect iphone, select what you want, sync.
Tones is the new name for ringtones. To make sure Tones are displayed in your library use Edit > Preferences and make sure there is a tick against Tones on the General tab. Connect your device. On the Tones tab make sure Sync Tones is selected. If the checkbox was already ticked, untick it, sync, then tick it and sync again. Your device should now be properly synced with your ringtones.

i have been trying on and off for hours - literally. each time i get a little farther and find the next step. now i got as far as your last instruction but i just cant find anything that says "sync tones". i clicked and unclicked Tones several times. nothing seems to bring the clip to my phone.
Turingtest and roaminggnome are correct. I just thought a picture of what I see may help you
As you can see I have selected my device in the left hand panel and have selected Tones. The Sync Tones box at the top is the one Turing was referring to . `I then chose selected tones and I can choose the ones I want. Then click apply at the bottom right.

Whoopi - don't know exactly how, but the window showed up and i FINALLY have the clip i created listed at the top of the list of installed ringtones. Now i will try from scratch and hopefully it will all work. Thanks - and thanks to all for the early portions i worked on along the long journey to get this done.
Open File Browser navigate to ringtone(s) - Highlight ringtones right click and select open with - iTunes
Open iTunes navigate to ringtone(s) - Highlight click Create AAC Version
Highlight AAC version and click Show in Windows Explorer
Right click each tone and rename .m4a to m4r
Now right click and open each tone with iTunes
Navigate to sync ringtone(s) Select all or Select Individually
Apply and Sync
You can now delete all other formats of the ringtones except the .mr4 version(s)
