I'm running 10.6.8 on an ageing iMac and followed your suggestions; I couldn't action the Cookie one as that folder only had an eSellerate file in it. After executing these instructions, I made one App Store purchase. When I then tried to get an update, I got the messages (my translations from French):
It's impossible to fullfil your instruction
There's an error in the App Store. Please try later (100)
An unknown error has occurred
The first message displays an 'OK' button, the second 'Cancel' and 'Retry'. Clicking 'Retry' often sends App Store into a loop during which it asks me to login (again). Sometimes the message sequence just repeats.
To explain the translation, my machine runs in English but I live in France. This means that I have to use the French store. Looking in the ~/Library/Caches/com.apple.appstore folder I find that it has files with names such as Categories, Purchases etc. in English and French. It's clear from the times reported that they update separately. A source of the problem perhaps?
Finally I should mention that if I login as another user, say root, the App Store works perfectly. Odd? At least it's a workaround.
