If not then you can try contacting iTunes support and ask for a refund/credit : http://www.apple.com/support/itunes/contact/ - click on Express Lane, then iTunes > iTunes Store

Second time what has happened, and you do not 'qualify' for what ?

Temporary holding charges : About payment card authorization holds in the iTunes Store - Apple Support
Please stop and deny the pending purchase its par of my rent and I will update my account with a new card
