If your account id disabled, then depending on the reason, you might be able to re-enable it via this page : http://appleid.apple.com

Or you might need to contact Apple : http://www.apple.com/support/itunes/contact/ - click on Express Lane, then iTunes > iTunes Store


If you can then use your account on your computer but not your iPad, then try logging out of the account on the iPad by tapping on your id in Settings > Store and then log back in and see if it then works.
