Why can't I download an app to my library using the computer?

I can easily and thoroughly download anything from the iTunes store when going in directly from my iTouch 4 gen.

But when I try using my computer, after buying the app (yes, everything is up to date & available for my iPod) I am

unable to drag the app & drop it on my Device on the left side panel. Would appreciate an answer fast. Thank you.

iPod touch (4th generation), iOS 5.1

You cannot drag and drop apps to the device. You must configure to sync to the iPod from under the iPod's Apps configuration tab in iTunes. See this article for more information and assistance.

Is this the computer/iTunes library you sync with? An iPod can only sunc with one iTunes library. However, an iPod can manage music and video among different computer but not apps.
