I cannot access Itunes.

Whenever I try to access iTunes I get the message "the folder itunes is on a locked disk or you do not have write permission for this folder".

iPhone 4, Windows 7

You have a permissions problem with Windows. Are you an Administrator on that computer? If so, go to the iTunes folder and make sure all users have permission to use that folder.
