why are my iphone contacts not syncing with my ipod

I am trying to sync my iPhone contacts with my new iPad...it's not happening. I have some of my contacts on my iPad but not all of them...

Suggestions? Advice?

I use the Soocial App to synchronize my contacts between my devices; http://www.soocial.com

I use hotmail as my email.

SO under settings I click on my email and sync contacts. I do that on both devices.

LIkewise , under settings you can go under iCloud and click sync contacts , done on both devices.
