Q: a square appears around icon or area when touched and screen will not scroll.  need to touch app three to four time in a row before it will respond

My Ipod Touch screen is not responding.  It appears to hove a square around the app or time , where ever I touch the screen.  I can press the app or slice the unlock button a couple of time before it will respond. I am also unable to swipe to the nexr page or scroll up or down
