Can this 24 LED cinema display be fixed with a new logic board?

I'm considering purchasing a defect 24" LED Cinema Display. I'm not sure if the defect can be fixed by replacing thel logic board, but it seems that way.

The display itself is in good shape and the power supply seems to work but there is something else wrong. Depending on the computer you attach it to the display either gives no picture (black) or it the picture flashes which makes it impossible to work on.

A new logic board will run about 150 dollars and I might want to give it a shot.
