Can I delete my music library after subscribing to iTunes Match to create more room on my phone?

My phone is just about out of storage room and I am trying to find a way to create some space. I am iCloud illiterate it seems and I just cannot imagine it being as hard as I am making it to figure out. My iCloud has 21.6 out of 25 GB free for storage purposes, but I cannot figure out how to get anything stored there instead of my phone. I just subscribed to iCloud Match in hopes that it would help. I know that my Music was deleted and iCloud has taken over the Music app. When I go to settings, my music app still shows to be 8GB. Is there a way I can delete the music to create space or to change it so the 8GB is stored under iCloud instead of on my phone? I am pretty sure this is possible, but again seem to be iCloud illiterate. Please help! Thank you!!
