XCode - command line tools requires Mac Dev account?

XCode 4.4 has been released to general public but it says that I need a Mac Dev account to download the Command-line Install Tools. Does anyone know if Apple intends to allow the command-line tools to be released to public as well or do I need to pay $99/yr to get "svn"?

A free Mac Developer account will suffice. Go https://developer.apple.com/membercenter/index.action and then Other Downloads. If you're not already registered, see https://developer.apple.com/programs/register/
