XCode 4.4 has been released to general public but it says that I need a Mac Dev account to download the Command-line Install Tools. Does anyone know if Apple intends to allow the command-line tools to be released to public as well or do I need to pay $99/yr to get "svn"?

I see that now.
However, when you try to download via the XCode Preferences -> Downloads -> Component, it still insists that I use an account with paid for Mac Dev license.
I downloaded it from the Apple Developer Download page. However, it's still not working. It's only for MacOS 10.7 and can't be installed on 10.8
Looks like there is a new version of the command-line tools on the Download page for 10.8 as of July 27. "Command Line Tools (OS X Mountain Lion) for Xcode - July 2012"
