What IMAP service are you using? I'm using Notes via Google and it syncs between all my iDevices and OS X. And that uses IMAP. So IMAP isn't universally broken. I'm curious about what IMAP service you're using so I can duplicate the problem.
My hosting provider is Lunarpages ....though this is largely irrelevant, since IMAP fucntionality should not depend on one's hosting provider in order to work correctly.
That being said, I don't know the details about Google Notes and haven't tried with it, so I couldn't say. I can only ask: are you sure Google Notes is using IMAP?
Google uses 2 main protocols, Imap and WebDav, the latter for contacts and calendars, mail and notes are Imap. Providers are not equal, are you sure that Lunarpages has enabled the hooks needed for notes.
I note your use of the word 'should' but I doubt that this is true:

I stand by my statement;
If Apple's IMAP implementation within the new Notes app has been done correctly, it should properly interact with any server that correctly supports IMAP.
Here is the data I have:
- My Lunarpages IMAP mail works perfectly on my Android phone
- My Lunarpages IMAP mail and notes both work perfectly on my iPhone and iPad
- My Lunarpages IMAP mail works perfectly on my Macbook Pro
- My Lunarpages IMAP notes synced perfectly on my Macbook Pro under Snow Leopard and previous OS X versions.
- My Lunarpages IMAP notes DO NOT work on from the Notes app on my Macbook Pro in Mountain Lion (but again, DO sync correctly between my iPhone and iPad, and they DID work perfectly on Snow Leopard and previous version of OS X)
Based on the above isolation process, it is clear the problem is within Apple's implentation of IMAP within it's Notes app on Mountain Lion (i.e. this is a new bug not present in Snow Leopard), and there is no problem with Lunarpages IMAP, since I use it without issue on many other different clients besides Mountain Lion.
Additionally, if you reference an earlier thread in this post, you will find that we have determined the problem to be caused by the new Notes app in Mountain Lion not properly recognizing the IMAP Path Prefix server setting; the reason Gmail IMAP Notes work is that they do not use an IMAP Path Prefix. The reason my configuration does not work, apparently, is that I do in fact have an IMAP Path Prefix. This is consistent with others who are seeing this issue.
I hope this is enough evidence for you that this bug is with Apple's implementation of IMAP syncing within the new Notes app on Mountain Lion, and is not an issue with anyone's server service provider.

Yet it works just fine for me, without LunarPages
Good luck.

You have not provided enough information on your setup and configuration to know if you are seeing the same issue and myself and others, so at this point I cannot say whether or not it "works for you".
But what I do know is, it appears that IMAP Notes syncing in the new Notes app does not work for anyone using IMAP with an IMAP Path Prefix set (I suspect this is not the configuration you are using, which is why you are not seeing this bug)

Indeed, as I suspected, you are not using an IMAP Path Prefix, which is why you are not seeing the problem.
Those of us whose IMAP service is configured with an IMAP Path Prefix are the ones seeing this bug.
Thank you for that information, it helps us further confirm our hypothesis behind what's causing this.

Thanks for your sugestions. I cannot seem to drag and rop my Notes.mbox into my Notes application folder. Can you help?

Aug 23, 2012 12:58 PM in response to Jogin Thakoreby Sankeyvis,Problem is still existing for third party IMAPs with path prefix after 10.8.1 Upgrade.
See syslog, both typical errors still occurring while trying to add a new note the IMAP server of my University.
23.08.12 21:27:21,003 Notes[602]: folderProxy addNoteToRemote returned false23.08.12 21:27:07,203 sandboxd[630]: ([629]) mdworker(629) deny file-write-owner/Users/paddy/Library/Containers/com.apple.Notes/Data/Library/Notes/NotesV1.store data-shm
It is really annoying, how difficult can it be to fix an error, which neither existed on Notes version of iOS (with the same code base) nor on the notes parts of the old mail application.
-
Aug 23, 2012 1:29 PM in response to Sankeyvisby jchwcpa,Correct. Problem still exists. This cannot be deliberate. It has to be a bug. It just does not make sense that it worked in Lion, still works with iPads and iPhones, but does not work with Mountain Lion notes anymore.
I decided to set up a me.com email account, then used an older laptop I have still on Lion (where access to notes in IMAP mail accounts works) and used that old machine to drag and drop all notes from all my IMAP accounts into the me.com account and start folders labeled according to my other mail accounts - an Apple unworthy workaround.

Aug 23, 2012 8:17 PM in response to jchwcpaby Viper320,Can anyone confirm that this issue has been fixed in the just-released 10.8.1?
-
Aug 25, 2012 4:27 AM in response to Viper320by stipus,Just upgraded to 10.8.1, and this didn't fix this problem.
My IMAP provider needs the "INBOX" path prefix, and although this is correctly set in the "advanced configuration", the Mountain Lion Notes Application does not use the prefix.
-
Sep 2, 2012 7:21 AM in response to jchwcpaby Camping Doc,I tried that. I have a me.com account. But when I try to use that on my iPad to sync with my MacBook Pro notes, the iPad tells me my account already exists (well, duh), and I can't use it. So I would have to have 2 "me.com" accounts. That makes no sense. Why did Mountain Lion break something that wasn't broken in Lion?
To make matters worse, almost every time I try to open Notes on Mountain Lion, it crashes. Some times I can get it back, some times not.
Anyone who knows how to make Note functional again, please let me know. Meanwhile I will use a 3rd Party app (Notebook), which I know works. This is the second non-functional Apple app that has forced me to a 3rd Party app (the other being Reminders, which is totally useless).

Sep 2, 2012 7:21 AM in response to Viper320by Camping Doc,It has not been fixed on my machine. I am still having all the same problems - and I do have 10.8.1.

Sep 11, 2012 1:06 AM in response to Camping Docby Virrig,I also have this problem, glad I´m not aone though....
Hope they release a new update VERY soon! I don´t want to create an @me account only to sync notes... -
Sep 13, 2012 2:20 AM in response to fullmeby Augend,This is how I fixed my problem ( No promise works for all , No argue at all !! )
IMPORTANT: by this method , you may lose some notes . Back them up before proceeding
1- in iPhone check that default account is set to iCloud: ( settings > Notes > Default accounts. )
2-in MacBook check that iCloud account is the same account as in iPhone.
3- in iPhone turn off Notes and turn it on again. ( settings> iCloud > turn off then turn on notes. )
As some times while turning notes off in iPhone, it crashed, I think a bug may be in iOS.
Hope that helps
