Sounds like the email account is an antiquated POP account and if so, email account mailboxes and messages are not synced with a POP account with any email client. This also means you have Outlook set to remove messages from the sever after being downloaded with the email account settings in Outlook.

Although it is possible to access a POP account with more than one email client, a POP account is very limited and designed to be accessed with a single email client only.

That is up to the email account provider for the account if IMAP account access is supported.

Check the account settings in Outlook for a remove messages from the server after being downloaded setting and set it to never.

With a free Apple iCloud account, the account type is IMAP and provides syncing contacts, calendar events, notes, Safari Bookmarks, and reminders over the air plus the PhotoStream and Find My iPhone features.
