Trouble with Appleid and PW on New Mac Mini

My appleid and pw work on my ipad and phone but not on my NEW Mac Mini? I need it on the mini to set up the icloud. Then when I ask to reset it I never get the email they supposedly sent. Yes my appleid is the email address
