The cornerstone of my server environment is PHDs - problematic as they are. I have searched high and low and cannot determine if PHDs have been removed from OSX Server. Anyone?
Its still there. Have you checked the Profile Manager? I suppose you are used to the old Workgroup Manager which is made obsolete now.

Workgroup Manager for Mountain Lion is available here: http://support.apple.com/kb/DL1567
You should be able to configure PHDs just as you did before. Profile Manager also has the ability to manage Mobility Settings.
