How to sign in app store without giving credit card info ("payment type - none" no longer available)

How can i use my apple id to sign in app store without giving credit card informations? Even if i create a new id i don't have the option to not enter any credit card informations. The old tips to download a free app, create new account, choose no credit card are no longer available.
