Check the iPad is set to the right date and time.
Check your router for the same.
You are talking about an Apple ID ?
Other emails can be associated later but the initial "registration" needs to be an Apple ID.

The latest thing on this and the most conclusive "proof" of an issue is the "Missing Serial Number issue".
At or around the release of OS X 10.8.2 the Messages app starts to use the Mac's Serial Number in getting a certificate from the iMessages server.
This Serial number, seen in either System Information > Hardware or About this Mac and click the OS X version item twice, can be missing if the logic board has been replaced or refurbished and the person doing the install "forgets" to flash back the Serial number.
The only places I would be certain you could get this done would be the Apple Store and any Apple Authorised Service Provider.

This particular thread started over a year ago.
Since then there have been OS X updates that have solved the issues listed here but brought to the fore other issues such as not having a Serial Number on the Mac Logic Board (after Repair or refurbishment normally)
What have you tried from this thread and what OS X version update are you up to ?
What is the version number of your Messages app ?

Not exactly what I should try. What works for the current versions? I didn't change anything whatsoever to cause this issue.

Messages was updated to version 7.0.1 with the update to OS X 10.8.2
OS X 10.4.8 is dated according to the Info page as about the 4th June 2013 (although it lists a "modified Date" and not a created date).
You haven't said if this is a new machine that came with OS X 10.8.4 or whether you have updated an older computer to this level.
The OS X 10.8.2 updated caused Messages to use the Serial Number of the computer to verify access to the iMessages server.
Go to the Apple Icon top left and hold down the ALT key and select the System Info item.
In th Hardware item at the top it should list the computer's Serial Number.
If this is missing, iMessages in the Messages app will not register.
I could do with knowing what OS level this computer started life with.
When it was last updated ?
When was the iMessages account in Messages last working and what version of the OS and Messages were in place then ?
Do you have a second Mac User Account set up in System Preferences > Users and Groups as a test account ?
I use an account (actually called test on my computer) to test things like this.
I then log in to Messages with all the same info as I do in my regular account.
As this creates a separate set of the Preferences settings compared to the original Mac user I can works out if it the settings or the storage of them at least that is the problem.
Create a second Mac User account if you don't have one and set Messages up like it is on Your Current Mac User login.
Does it work there ?
Are you having issues with the Apple ID anywhere else ?
